If they aren't licensed, why are they actually allowed to do that? I admit having absolutely no knowledge of transport/taxi laws, but it seems like that should be required no matter what the service provider. Are they technically 'chauffeurs' or something instead of cab drivers?

Read the article the preliminary was overturned because the other taxi companies filed their shit too late.
