on a chipset, no.
And I don't think there are any video cards going for $50, but GTX 480's are around $150 and will run pretty much everything fairly well.
But honestly, I would just buy a new PC, or at least upgrade your processor as well. Slow processors severely affect your framerate in open-world games or even just ones with large levels (like borderlands 2).
You could probably build a new PC that can handle most stuff at medium-high settings for around $500-$600. My current setup runs almost everything pretty well, the only reason it was $800 was because I bought a $150 monitor with it.

A 640 is weak compared to a 480, even though it's two generations ahead. The difference being that it's a low end model of it's generation, while the 480 is a high end model of it's generation. A 580 is faster than a 480, a 570 nearly equal, but a 560 is lesser, but has other things that help it along, such as lower power draw.
I should note that if you did buy a GT640 for that price, you got ripped off badly. They're going for $80-$90 on Newegg.
I'd recommend you to build a PC. That one is becoming aged. (except the RAM, you can keep it if you decide to rebuild)
Just a mere suggestion, but if you don't have the cash to shell out, you can hop over to PC Builders and they'll help you in the process of upgrading your graphics card.

Upgrade your processor (if you're not on a small budget) to an intel i5-4670k. Keep the RAM, though.
As far as graphics cards, there's really no good ones for $50. Get a GTX 480.

If he is just trying to run it on low-medium settings his processor is fine, he just needs to upgrade his graphics card. I ran it with a 2GHz dual core, 2 gigs of RAM and a HD3650 on medium settings at a playable frame rate.

My PC is similar to you except only I got a 3 Gigs of ram
Already Finish Borderlands 2, Bioshock Infinite, Sleeping Dogs, Half Way through Witcher 2, Dark Souls on Ultra/High settings in 1600x1200 res.

I've got a GTX 460 and can max out Borderlands 2 at 60fps easily at 1920x1080.

I know how the *70's and *80's are faster then their next gen *40's and *50's, but I just didn't think that a 480 would still be that much, simply considering age and gen level and what not. But then again, it does make sense seeing as how it's the top of the line for the 4 series.
And $120 is pretty standard for in-shop price, I was killing time and it was a random purchase. >_<

Why would you ever buy computer parts from retail stores? I mean, unless you absolutely had no way for shopping online. Retail has some of the worst selection and prices I have ever seen when it comes to parts.
