right click "download", select "save link as", then save the file anywhere (don't close the download bar at the bottom of the screen)
go to the extensions page (menu > tools > extensions), drag and drop the file from your download bar to the page

Use Tampermonkey (or other Greasemonkey based stuff like NinjaKit) if you want any userscripts to work.

It's still better to use Tampermonkey if you don't want your userscripts to clog up your extensions list.
