I'm looking for games that has gameplay ranging from on the ground to a giant meta-map where you control your stuff as a whole on a larger scale. Like Civ except when a battle plays out you have an option of actually controlling the battle. Preferably with good skirmish AI.
There was one game in particular that's known for this. I think it might be rise of legends but I could be wrong.
And a really good example of this would be Star Wars: Empire at War. That one is incredibly awesome because it's not a real time strategy game but rather and more realistically, a real time tactics experience during battles. And pretty much everything about those battles is decided through the meta game.
I'm talking about Galactic Conquest mode of course.

The Total War series has all of this, so does Age of Wonders.

There's Men of War Assault Squad with the Dynamic Campaign Generator mod, you can buy your own troops and go on infiltration missions, defense, assault, pretty much everything. And you can keep the same soldiers you started with all the way to the end of the war if you are good enough.
Yeah, MoW DCG is great. It's also available for Men of War (Not Assault Squad) and the even older Faces of War but there's probably just one guy on the planet still playing that. The meta element isn't amazing or anything, it's just there to facilitate the stringing together of battles.
There is also Rise of Nations which I've just got back into. Has several "scenario" ones too, as well as free-form "take over the world".
Dawn of War: Dark Crusade and (Ugh) Soulstorm also have metagame campaigns, but they're also relatively simplistic.
