Cpu Fan doesn't stop spinning when computer is off.

I have a really old computer that I use as a secondary, and it's been having this problem. When I turn the power off, the cpu fan doesn't stop spinning and the hard drive access light on the front of the computer repeatedly blinks. It stops when I flip the power switch on the power supply to off. Any ideas why this might be happening?

Well the computer seems to work when it's on. I don't know, is there any way I can test it?
