so basically my GPU straight up refuses to use more than like 50mhz on any program, i've even tried manually setting the clock speeds
i've done that, replaced thermal paste, and wiped my hard drive

34-40c or so (idle and under load), it never gets very hot anymore
the fan is running constantly too, full power (after i try to run a program w/ the gpu)

also i got my fans and stuff cleaned, shouldn't be dust in there
well i know that my games recognize my gpu (nvidia control panel) and i know it's not running the CPU because i'm actually getting better framerates with my CPU than my GPU
also i've got all the latest drivers and there's no setting in bios

50MHz seems like a low power mode, or for use when it's idling. What are you using to monitor the speeds and usage with?

The only time I have ever seen this issue was with a GT 550M. It was finally resolved by reverting back to older drivers. I usually avoid using drivers that are not up-to-date though and only use it as a last resort. Don't use this unless you've tried everything else under the sun.

it's using a bit more now that i have the OEM default drivers, but it's not improved my games
maybe it's a fan problem? it is after all running like crazy all the time
also i'm getting like 40c on idle, is that a good or bad sign?
That's normal, but seems weird the fans should be "running like crazy" at that temp. Have you tried updating your BIOS? That usually fixes weird problems.

So a weird thing just occurred to me that made me consider something.
Is it possible that MSI Afterburner is using an incorrect Fan Profile? I only ask because after installing my ACX 970 a month back, EVGA's PrecisionX decided to turn on my fans before 60C and it took me three hours to find the problem...
i tried setting fan profile to aggresive and it didn't change anything and reset to "custom" (0c hysteresis, 5000ms update period)

actually on MSI i can't seem to change my fan speed manually, it says "Auto" on the draggable bar and it's greyed out

greyed out might mean the controls are locked at the bios, are you on a laptop?
yeah, i'm on a laptop.
i can't find any fan settings in bios, only stuff like boot device priority
label this as unsolvable, i can't find an answer anywhere and i'm getting a new comp anyways
