i recently bought an i5 3750k ivy bridge, 650w corsair tx enthusiast psu, 8gb ram, and a new mobo
im reusing my HDDs, and gtx 560 ti
whenever i start my computer, the i5 fan spins twice, pauses, spins at full speed, then the computer will restart, and continue doing this
all of the psu calculators recommend <450w even when I go slightly above my current specs
im using the stock heatsink, and have heard all four clicks when I push in the pins.

Check all the power connections? CPU etc.
Unplug everything from your motherboard EXCEPT the following:
Keyboard
Mouse
Video Output (Onboard)
P1 Connector to Mobo
Both 4/8 Pin 12v wires
CPU/CPU fan
1 stick of RAM
Power/Reset button
Case Speaker
If the computer still fails to boot up, remove your motherboard and place it on a sheet of cardboard. This will remove any shorts in the motherboard to the case that may be causing a problem. While the mobo is still sitting on the piece of cardboard, install your CPU and only ONE stick of RAM. Plug everything else in from the list I provided earlier, and power on. Remember, DO NOT put the motherboard back in the case.
If your machine POSTs and you boot to your BIOS, it means you had a case short from not using standoffs.
I have tested both power supplies, and it narrows down to the cpu/cpufan or mobo not working. I tried 1 stick of ram in every slot, etc
I went to bed before updates were posted to this thread, and after I woke up I immediately put back together my old build.
I current am using my new power supply with my old cpu/mobo. I appreciate the help and will remember in case the issue arises again. Thanks guys.
Did your CPU pins/connector get bent? It happened to my brother and he had to end up getting a new motherboard because of the pins.
If you had another fan, I'd suggest trying it out. The way it looks, the temperature sensor might not be functioning.
