It goes on the neck, near the tuning pegs, and is supposed to keep the guitar in tune by holding the strings after you tune it. What is this called?

This.
Head Stock
Oh wait I read it wrong. The nut is the place that starts the neck just as the head stock ends, above the first fret, if that's what you want.
The nut?
The part that's grooved to keep the strings in place at the top of the neck. Is that what you mean?

No, it doesn't come with the guitar. I can't google it to find a picture because I don't know what it's called...
It goes just behind the grooved part, I believe, and has three screws (each screw covers two strings) to ensure that the strings don't move.

Oh I know what you mean. It like, clips on to hold the down, and you can put it on different parts of the neck for different notes?
And it's like a strap kind of thing
My dad has one of those. No idea what it's called though.
Ohhh, a capo.

One of those?
You mean these three?

I don't know their specific name, but floyd rose guitars have them.

Oh a capo?
You're thinking of locking nuts.

They usually come with Floyd Rose-bridges to keep the strings from going out of tune when whammying.
No, not a capo. There's a pic in OP and Crazy's post.

I bend aggressively, and my guitar constantly comes out of tune. Are these available for purchase without buying a Floyd Rose?
They usually come with the Floyd Rose system. Why do you need to know the name?
So I can buy one without buying a Floyd Rose.

Go ask from the local guitar store. I'm sure they know what you're looking for.

They are called "Locking Nuts" that's all there is to it.
I got the name already - plan to do that next trip. Thanks to Bob Sagat.
Case dismissed!

You could just try putting some fast-fret on the strings where they lie on the nut, that kind of helps with that
