The windows 7 "themes" are just sloppy colors and backgrounds.
Patch uxtheme.dll and all of it's friends, then go looking for websites, mainly DeviantArt really. There are themes such as the ClearScreen series and Soft7 that replace the taskbar and window controls with completely different ones.

I would fix them, but my monitor itself is broken, so the current looks partially normal.
