• Well I just finished building my PC.

I just got myself a new PC, built it myself. However for whatever reason that is beyond me on startup my mouse will, stop, move, stop, move a few seconds apart. It's not PC spikes, its literally the mouse part of the computer. However this mouse with these drivers work on my previous PC that is identical in software. I've checked the drivers, however they're all up-to-date and working fine, there's no errors. I've also checked my USB power settings on Bios, and still no signs. I've also tested the mouse on 3 different PCs from scratch with / without drivers and it works 100%
What mouse do you have? Also, have you tried reinstalling the drivers?
Yes I have. I have a Razor Taipan.

Might be USB 2.0/3.0 problems.
