Getting shit performance with a 2GB Sapphire HD6950

I bought a new graphics card today, expecting greatness. It wasn't found. I got bad framerate on Crysis 2 on maximum when I looked at the busy spots. I get bad framerate on GTA IV when only using up 800mb of VRAM, with some t hings on medium and low draw distance, except when staring at the ocean. I got bad framerate on All Points Bulletin sometimes. I got bad framerate on Dirt 3.
And, worst of all, I got bad framerate on some spots on Trackmania United. You heard me, a Sapphire HD6950 2GB and I get bad framerate on fucking Trackmania.
There has to be some serious bottlenecking going on here, but where?
CPU- INTEL CORE I7 920 (2.66GHZ) SKT 1366 BOX (D0) (couldn't find on website)
PSU- Corsair TX-650W
Hard Drive- SAMSUNG 1 TB 32 MB CACHE SATA II (http://www.globaldata.pt/index.aspx?p=ProdDetailRef&ProdRef=HDSAM1TBHD103SJ)
RAM- CORSAIR KIT 6GB DDR3 1333MHZ XMS3 (CL9) (http://www.globaldata.pt/index.aspx?p=ProdDetailRef&ProdRef=TR3X6G1333C9)
MOTHERBOARD- GIGABYTE GA-EX58-UD
Did you uninstall the old video card's drivers and install the drivers for the new card?
Use driver sweeper to fully remove any unwanted drivers.
Then reinstall the drivers from the website.

drivers drivers drivers
Wow does not uninstalling the previous drivers really make such a drastic impact? I had no idea.
I can't use the computer right now but when I can I'll try it.
Drivers conflict with eachother.
I went from a 5750 to a 6950 without changing drivers at all and had zero issues. Only reason you would is if you switched from NVIDIA to AMD or vice versa.
In that case, any ideas for what might be holding my framerate back?
Also, my previous card was a 4770.
Just try reinstalling drivers, I upgraded from a nvidia to a better nvidia, and I still had to reinstall drivers to fix my messed up resolution and problems.

I think you'll have to start windows in safe mode with networking, run the shit, download new drivers. Might be a little different from that, but oh well.
if youre using the DX11 crysis patch (ultra instead of extreme) youre not going to be able to max it out
i've got a 6950 1gb and I can play it quite well on extreme but if I bump it up to ultra and enable dx11 it just tanks it
Well, deleted old drivers and installed new ones, that helped a bit.
I still get low FPS in Dirt 3 sometimes though.
And still horrible on GTA IV.
Any ideas on what might be setting it all back?

Do what?

Is anyone sure it isn't my processor? I mean, sure, it's an i7, but it was one of the cheapest ones avaliable, if not the cheapest...

Also, "low" FPS on Dirt 3 doesn't mean unplayable, it's just... uncomfortable, unsmooth.

also if you're getting under 60 fps in dirt 3 at high settings there's not a problem with your videocard. 55-65 is normal I would say (using this http://www.youtube.com/watch?v=ci4G_RXQLzg as reference)
