Controlling 12 leds to time - Hardware & Software

I have an idea for a clock but i need to control 12 regulars led to go with the time so say if it is 1:00-1:59 pm led one will be lit up and the other eleven wont and if its 2:00-2:59 pm led two will be lit up and the other eleven will be off and so on seeing as i am kinda new to electronics i have no idea on how to go about this any help on how to do it or go about it will be greatly appreciated.
