I been using a Rosewill RCX-Z1 since I had a dual core, its been good to me for the dual core, but it has to go. My CPU is a AMD Phenom Quad-Core 9950 BE I been getting temps around 60c idling. The thing should not be even be operated over 61c. I can go up to $60 if i have too, but please try to below $50, I don't really want to borrow money from my parents, but my dad said he will if I needed it. I'm in the US. The Tuniq Tower is probably the best available right now.
What case do you have? Most coolers that fit AMD CPUs will only face up or down (and not out the rear of your case) so if you have a top-mounted PSU it will limit your choices.

It was on sale for $5, from $20. Last time i spend less than $30 on a case.
