The textures in TF2 looks like shit, what the fuck is going on

As if it weren't enough with my build forcing me to play on servers filled with furries and furry porn sprays, (fortunately a reinstall solved this fucked up problem), the fucking thing now also decides it's time to rape the quality of my textures.
Here are some screenshots to show you what I mean:
As you can see, I've clearly got the textures set to "Very High" .

What. It's not supposed to look like that. At all.
Specs:
CPU - Intel Core i5 750 2,66 GHz
Motherboard - Gigabyte P55 UD3
RAM - 4GB Crucial 1066 MHz DDR3
GPU - XFX ATi Radeon HD 5770 XT
HDD - Western Digital 320 GB
OS - Windows 7 Ultimate x64 (I got this for free legally, so don't rage at me)
PSU - Cooler Master Silent Pro M 600 Watt
I've got the 10.10 Catalyst version, and I bet it's to blame. But I want to see what you guys have to say before I try anything.
TL;DR My PC is torturing me, please help.
I can't see what's wrong. But then again I play on medium.
mat_picmip -1 in console

Frankly, that did absolutely nothing.
try deleting the 'cfg' folder inside if you don't have important configs
C:\Program Files (x86)\Steam\steamapps\username\team fortress 2\tf
Thats how its supposed to look!
Nein. Did not work.
Also, does anyone have a logical explanation of the game only allowing me to join furry servers before I reinstalled?
I almost said "Lua virus?" But that's Gmod, not other source games.
Maybe something downloaded from a server modified the browser or something.
*throwing stuff out*

If you're having the textures set to low or medium, yes.

Oh, nice. The server problem's back. No matter what fucking server I join, I always end up on "The Furry Pound".
My PC's probably possessed.
Only think i can think of is deleting TF2 directory. Maybe you have this shit in autoexec? That would explain you always joining Furry Pound.
delete fucking everything
Solved the texture problem. Found out that I had mipmap detail set to High Performance instead of High Quality in the Catalyst 3D settings.
