Probably. Tough this wouldn't really change anything.
People can upload an encrypted file container filled with CP to ANY cloud service, and it would be hidden from the site admins.

The authorities could still download the files and find out who's responsible.

Not sure, but the authorities could download the encrypted files, but without the decryption keys, these are worthless.

They could do it on Megaupload, but since nobody at Mega knows what's on the server, they supposedly aren't liable for what gets put on there
Also one of the server requirements is that you can't be based in the USA
