Would upgrading to a new OS give you better framerate for games?

So a friend of mine told me that i can upgrade Vista to Windows 7.
and i told him that it wouldnt make any difference since my specs are minimum for games.
So in the L4D2 demo i get around 40-50 frames per second.
The question is, would changing my Operating System to windows 7 help increase the framerate?

Also remember green fans make your computer faster!
as long as you still have the same cpu/ram/Graphics card. it wont help much
no windows 7 lowers it by like 10 fps.
Well, since Vista needs more RAM than windows 7 does, it might help out a bit, I would think.
Actually, it does help. I was running CoD4 on all low settings on my vista laptop, as soon as I upgraded I could boost the settings up to normal, add more affects and run at 50fps. It's worth a try man.

You never mentioned resolution.
So you could have been playing at a high res on the laptop, then played on 800x600 on your windows 7 upgrade!

Actually Windows 7 improved framerates on every computer I installed it on, for example on my old laptop I got about 40fps with TF2 maxed out on Vista, 70+ with it on Windows 7.
This OS gives you better framerates:

An upgrade from Vista to 7 would improve FPS, but that's an exceptional case, as Vista was buggy and had generally had a bad design. An upgrade from XP to 7 would not show an increase in FPS (currently, though with some patches/service packs, windows 7 may surpass XP in performance).

? Why the pic of the PS3? You're suggesting he upgrade his OS to XrossMediaBar, which is impossible.
