I don't see a problem with ticking allow access, I don't see why anybody would specifically target you for a DDoS attack, as long as you don't annoy anyone who knows how to DDoS you will be fine.
You're not going to get DDoSed, this just allows the game to use internet on specific types of networks. Which kinds, you can see in both. I recommend just checking the top since I doubt you're going to be playing multiplayer GTA V at a cafe, but checking the bottom isn't going to affect you unless you actually do try playing multiplayer GTA V on a public network.
