I'll start off with my specs before I go into detail of what's going on.
CPU:i7-860 2.8Ghz Quad Core( w/ watercooling ) GPU:EVGA GTX 670 FTW 2GB 6GB of RAM(various random brands) Motherboard:MSI P55M-GD45 PSU: Xion 600W Windows 10 64-bit Professional
Now, time for the errors, what I've tried and what I'm hoping to get resolved.
Problem: The GPU is constantly causing trouble. I run Precision X for the fan controller and to control the GPU Clock when it needs more power. About 4 weeks ago, the GPU stopped clocking itself above 324Mhz whenever it needed more power unless I forced it with the GPU Clock Offset. It's just not producing the power that it should. I tried forcing this power with KBoost, which worked till I restarted the PC, then the PC started being slow WITH the GPU running at 1005Mhz. Even once I turned KBoost off, the GPU is still clocked at 1005Mhz.
Things I've tried: * Reinstalling NVIDIA and PrecisionX( I also tried MSI Afterburner ) * uninstalling and reinstalling games I've noticed the issue occurring with * reinstalled the entire OS onto a brand new hard drive and reinstalling all the drivers AND wiping the old hard drive * running KBoost though Precision X(which made things worse) * changed PCI slots flashed the BIOS

I've done everything that I can think of outside of just purchasing new hardware, which I am hoping to avoid.
What I want in the end game: Obviously, I want the PC to work as it is meant to. Yes, the processor is old and I only have 6GB of RAM but it shouldn't have these problems with simple games like Sins of a Solar Empire: Rebellion on medium graphics or Chivalry: Medieval Warfare.
If there's any questions, I'd be happy to answer. Hopefully someone here has an idea of what is going on. I'm out of ideas anymore.
How old is your power supply, and what power supply is it? It sounds like it isn't able to fully power everything at once anymore, which is why your computer is slower since you're telling it to prioritize the GPU.

600W Xion. It's from about 2011 but hasn't been an issue till a month ago.

Done all but the CPU, not going to touch the water cooler since it's a bit finicky.

Wish that was a possibility. Might just have to throw the GPU into a friends PC since the only PC I can use to test it is wired so neatly they won't let me take the PSU out of it.

Would I cause a problem if I threw another 600W into it to test with? My friends has a new EVGA 600B 600W.

You can hook up another power supply straight into your graphics card, as a dedicated power supply.
Little bit of an update.
Currently the GPU is sitting at 1005Mhz and not toning back to 324Mhz. I don't think it's the PSU because, for the first time in a long time, it clocked itself up for Arma 3, but that is the only game it will actually do anything for. Not sure where to go from here.
Clean out gpu and [B]various random brands[/B] really not the best but pretty unrelated. Don't change pci slots keep it in 16x if you have any more pci cards get rid of them you only got 16 lanes...

Card has been cleaned repeatedly, I don't know what you mean by [B]various random brands[/B], that bit makes no sense, the I have 3 PCI slots that fit this card in it and have tried 2 of them, and I have no other PCI cards.

2 of the sticks are the same DDR3-1333, and the other is a basic corsair DDR3-1333 stick. All of them are 2GB.
