Having two same monitors on one PC, problem with native resolution detection

So, my brother has two LCDs which has native resolution 1920x1080. But half of the time, when he boots PC into Windows, one of the LCDs has maximum resolution 1600x1200 and it says "generic non-pnp monitor" where it should say "SA300/SA350". It's always the second display(second port).
are the video drivers up to date
Are they both going through DVI or is one DVI, one VGA?
Monitor brand and which connectors please.

Both go through AVI. Syncmaster Samsung, SA300
What the hell is a AVI output and where can I get it? Sounds amazing! What graphics card are they connected to?

Can you please tell me what the model of your graphics card is? It is almost impossible to get any with 2 VGA ports, and VGA monitors can't report names.
Yes they technically can, but most monitors can't because they do not have the necessary circuitry. (Dollar)
