Yes. They are optimized better, but your computer still can't handle it with that graphics card. I'd say you would need at least a 8000 series.
That and your CPU. You'd need a quad-core, minimum.

Your CPU is shit, they can't optimize it to produce magic processing power.
Also, your GPU is shit too. My notebook is considerably better and struggles with L4D

I had to drop down shadows a notch and even then it sometimes lags. You have no chance.
I have a duo 2.8GHZ And I can run GTA IV better than my 360.
I don't know where people keep getting the idea that you need a super uber quad core :P

You don't need an ultra-elite PC to run it. It runs fine on my Athlon II X4.
But our point is that a Pentium D is DEFINITELY not going to cut it.

I had that exact CPU with my still working 8800GT, and while it did run L4D2 on max, GTA IV was unplayable at even the lowest settings. You wouldn't understand the stutter.
I upgraded to an AMD AM3 Athlon II 250 (3Ghz), and it runs pretty well at 1600x1200 on medium.
If anything, grab yourself a new CPU and Card if you want to run it. Mine was pretty cheap.

I have a 5770, and I get really jumpy fps even with settings on medium
Oblivion is a better game anyways.
