It's to do with your tongue. Put a part of the tongue to the roof of your mouth in a "u" type position to allow air to come out. The lips just change the pitch of the tone.

Not it isn't, i can put my tongue anywhere in my mouth and i can still whistle.

I learned from an early age how to whistle because that's how we always called our dogs. I'm really good at it actually, I have a pretty wide pitch range and can whistle tunes pretty well.
