Is this a good build?
That's actually a pretty good build, but you should replace that Blu-Ray drive with a normal DVD burner, unless you want to playback Blu-Rays on this thing.
I read that the power supply is compatible with i7 and i5 will it still work with my i3?
the PSU will work but how about this

If you use the rebates it will be within the budget. Or you could go with a cheaper case or lose the Blu-Ray too.
You spend way too much on the PSU, Case and blu-ray disk drive, actually why do you even have a blu-ray drive?
On this budget I would recommend either an i5 750/60 or a Phenom II x4.
You spend way too much on the PSU, Case and blu-ray disk drive, actually why do you even have a blu-ray drive?
Me? Well OP wanted a blu-ray drive.
Actually, I thought about it and took out the Blu-Ray drive.
Actually, I thought about it and took out the Blu-Ray drive.
Get my build then without the Blu-Ray.
Me? Well OP wanted a blu-ray drive.
Nah I was talking to OP, but if he wants a blu-ray player that then that's fine.
