Alright recently I asked for a cheap build because I wanted to build my girlfriend her own nice computer, turns out her parents are offering to buy the parts since I know what I'm doing. Budget is now $700 and I'm basically looking for as much performance as I can get for $700 and I would strongly prefer it not go over but if it means a little bit more performance then maybe it wouldn't be bad. Shipping costs are excluded and newegg is highly preferred.
Here's a list of what is needed
Case
Motherboard
PSU
CPU
GPU
RAM
HDD: Must be a WD 1TB and prefer it be a caviar black
A mid tower that can hold a ATX board would be very satisfactory but can settle for mATX if it means maybe getting a better CPU and/or GPU

Oh and overclocking might not happen but if it can fit in the budget, and OCable CPU would be nice.
Something like this maybe: http://pcpartpicker.com/p/22kmu
If you only want gaming performance you can downgrade to a 3350P and upgrade the GPU.
You could bump down to a 500W PSU on Flaynes build and it would be fine.
For a good 500W PSU: http://pcpartpicker.com/part/evga-power-supply-100b10500kr
This look good?

No disk drive?
Get a CX500M instead of the CX600, for one you do not need 600W, 500 will do just fine. For two, a modular PSU will cut down on cables and help make cable management easier and you will be able to get the best airflow throughout your case.
Also get this: http://www.newegg.com/Product/Product.aspx?Item=N82E16814127761 It has far superior cooling, oc's well(even though it's already oc'ed), it's also cheaper and is basically a 7870, but it performs a little better.

No need, I have windows 7 on a thumb drive. That and she has a W8 key so again, I can put it on a thumb drive.

I went with the EVGA 500w instead as it's cheaper and she needs a wireless card too http://www.newegg.com/Product/Product.aspx?Item=N82E16817438012
Also went with the R9.
Don't bother with the 270X, get the 270 and OC it to 270x clocks, everything else is the same about them
Don't drop down to an i3. With your price range, you can afford an i5.

I know it doesn't have a caviar black, but the performance difference is probably not going to be noticeable. If you really want more performance just go with seagate's barracuda. It's the same price as the caviar blue and it's faster than the caviar black

Also an i3 will suit her just fine, she's upgrading from an E450 1.6 ghz POS.... This computer will blow hers out of the water.

An i3 is fine, but you can afford better. I'm sure you can find a wireless card that's $10 cheaper that will fit within that budget since it was $30 less and that included shipping which you said isn't supposed to be in the budget.

Well if I'm going i5 might as well get a nice 3570k or 4670k and pitch in the extra $100.
The 3350P perfectly fits within your budget and the 3570k + 4670k don't.
I'm just trying to get what's best for your budget. If you want to pay more money for less performance, be my guest.
But right now you are trying to spend the same amount of money and are getting an i3 not an i5.
I can pitch in an extra $50 - $100, I might as well just go ahead and do that since I was originally going to buy her a $400 computer.
There you go then: http://pcpartpicker.com/p/22Jcd
It's easily overclockable as well.

Yes, you can OC a 270 to a 270X performance, but when you OC an already OC'ed 270X it will perform more than the 270. And the 270 only saves you like 20$ anyway.

smaller cheaper but good quality i used it for a few builds and the customers said good and sturdy case

That's a microATX case which is incredibly cramped, and wouldn't support this motherboard anyway.
