So basically, my computer thinks it's Canadian. Everywhere I go, it says I'm Canadian.
I live in Texas.
My flagdog says I'm from Canada, and if I connect to a server in, say, CS:S, it says I'm Canadian as well.
However, when I do an IP lookup, it says I'm in Texas.

Probably a side effect of the IPv4 crunch as we continue to drag out the IPv6 transition and people scrounge for unused IP ranges. And some DNS-geolocation software packages are more up-to-date than others.
I don't pay for a static IP address from my (legitimately Canadian) ISP, but for years I could rely on my IP changing once every 1-3 years. It's changed three times in the last ten months, including this morning while I was asleep. (They still have no plan to deploy native IPv6 on their last mile despite their internal routing supporting it.)

You're ISP most likely bought some IP's from Canadian ISP's. Same case happened here, my ISP bought IP addresses from Britain and suddenly I was English for a month.

This only started a few days ago, and I don't think my IP has changed.

A similar thing is happening to me - I used to have a Romanian proxy a few months ago and accidently went on Facepunch with it enabled.
Since then, this computer is constantly recognized as Romanian by the flagdog.
