Half-Life 2 refuses to run, gives me a 'Launcher Error'

Whenever I try to run Half-Life 2 on my laptop (which could play it easily) I get the above error. I've tried many things to get it to work, re-downloading HL2s files from Steam, deleting Steam so it recovers the program files etc. I need some help with all this.
