EVGA Nvidia GTX 295 running at half the clockspeed or is this a fluke?

my card has been having some heating issues so I cleaned out the case and pointed a fan at my card. It's fixed the heating issue for now, at least until I get a new card. To double check the temperatures I went in to EVGA precision and the clock and shader speeds seem to be running at about half than what they're set to. I'm not sure what to make of this. Is it a bug? Is my card fried? It seems to run games fine, but I'm not sure if they're running as well as they should be.

I take it back, games aren't running fine at all.
It was working when I was playing Just Cause 2 then when I restarted my computer this happened somehow. :/
Does the problem persist if you put the fan back to it's original position? Get some eggs and bacon ready to accompany that fried card if so. :v:
When I restart my computer it starts out at the normal clock speeds and about a minute later it goes down to the ones shown. Adjusting the fan speed doesn't seem to change anything
I used to get this with my GTX 260, the clocks just get locked because of power saving mode. Go into the NVIDIA control panel, it's in there somewhere.

It didn't work :/
the card went back up to stock clock speeds then plummeted right back down
Call evga. Their tech support tends to be extremely helpful.

manage 3d settings
global
power management mode -> Prefer Maximum Performance

But now they'll be normal in-game. Try launching and see.
Even when power saving was off, my gtx 260 would always downclock when I was out of a program because it was in some 2d clocks mode.

Setting it to maximum performance, as far as I know, only affects the card with a 3d application is running. It'll still underclock itself on the desktop. Last guy is right.

Try to slide the core clock slider up a point then click apply see if that'll bring it back up.
If it won't go back to normal take it out of the computer and run driver sweeper, then put it back in and see if that fixes it.
