If I give my friend a Steam serial key, can he add friends as if he has bought the game himself?

A friend of mine recently got Steam, but he can't add friends because he needs to buy a game. If I give him a code to Section 8 and he redeems it, will it act as if he's bought it so he can add friends?

I wouldn't doubt it. It works when you gift a game through steam. I'm pretty sure the fact that they have a game registered to the account is the only thing that matters. [del]Hell, he might even be able to add friends if he downloads DOTA 2 or TF2. [/del] (Not true, just checked.)

Actually downloading TF2 or Dota 2 doesn't do anything, you still can't add people
