So I'm thinking about getting into making some techno music and was wondering what's the best program to get started with. Doesn't have to be free. Thanks in advance.
If you're looking to MAKE techno music, you're not looking at DJ software at all. If this is the case, I suggest Fruity Loops (now known as FL Studio). It's a great synth with a lot of options, the only drawback is that the instrument list isn't as long as it's competitors. Otherwise, it's very easy (comparably to others) to pick up and use.
If you're looking to MIX techno music (as in take 2-3 premade tracks and literally mix them together live) then you should look no further than Virtual DJ. It's got all the same functionality you'd get out of a product like a CDJ-1000 from Pioneer, but is a whole heck of a lot cheaper. It's even got a button you can click to auto-sync the tracks together, though it requires minor fixes.
Either way, you should be all set. Hope this helps.

VirtualDJ is a good one. It allows for turntables and what-not.
FL Studio, its pretty advanced but it is very flexible once you get used to it.
Decision is made. I got FL Studio and I'm liking it. Pretty nice GUI.
FL Studio.
