It's for a cosplay a friend of mine is doing, apparently? I would say it looks kind of like old-fashioned formal military wear. (on the guy) [t]http://25.media.tumblr.com/0ce70a9e7986f018d5a76839b8ae242b/tumblr_mzopgmHRo51s1xeu8o3_1280.png[/t]
Looks like a tunic to me.
It looks kinda like a tailored peacoat. I doubt you'll find one that's as form fitting, but you could probably sew the flat collar on a peacoat to look like the one in the pic.

it appears to be a late 19th century frock coat with major alterations to the mid region as to accentuate the hips while frock coats are pretty easy to find online from military/antique cosplay sites (the ones people go to for hyper-authenticity) they are usually expensive as well for anything of high quality; you could get the same effect with a thinner peacoat, (though real ones are incredibly thick) as these are a bit easier to find you can use a simple belt with coat-hanger wires painted black, under the coat, in order to accentuate the hips; a girdle or corset will also help [editline]3rd February 2014[/editline] something like this in a black color, with black leggings, and a simple military sash though i will say your friend will be virtually unrecognizable because of 1. the small fan base that has actually seen "dont hug me i'm scared" 2. the deviant-art-esque fan art that has taken massive creative liberties with the characters unless that was simply the only reference and he's not dressing as that specific character
snip someone else already answered.
