• CPU Fan Error!

I got done moving components from one chassis to another, and I fired her up.. The smell of fried circuit made itself present and the stock CPU fan from Intel no longer spun. I dissassembled the CPU fan in order to locate the problem (the components were recognized and the pc booted up fine with this exception in mind, so I was somewhat confident it wasn't a motherboard issue.) and to my surpise the fan started spinning as it was hooked up to a battery. A new cooler will be purchased, but is there any way for me to determine wether this was a problem in the motherboard or the fan?
The best way to determine it is by plugging in another 3 pin fan into the CPU fan socket, and turn the computer on. It doesn't have to be the same type, but as long as there are serial outputs coming from the data pin, and powers through the 12V and GND pin, you should be able to determine weather if the motherboard's at fault, or the cooler.
The case fan I plugged in did not spin, the pin that was not connected was the "CPU FAN PWM".
