It's not really surprising. Wolfenstein The New Order released in Germany, and all they did was censor the Nazi references to "The Regime" and remove references to Hitler. [i]All[/i] of the excessive gore remained completely intact.

Actually Germany has lighten up quite a while ago about this. There was an interview with a worker from the control agency when Gears of War 3 came out, because it was the first title in the GoW series to not be censored, and in that interview he said: "If we would retrial the older two games with todays standards they would probably pass too"
The thing is old games stay censored and cut, until they issue a retrial of said game, though in most cases this isnt really viable or useful at all for anyone.

Still annoys the shit out of me. Swastikas and nazis are ok in books and movies, yet they lose their shits when it happens in games.
Also: You can't change the language to English and it's not possible to activate an international version. You are forced to play with the (bad) german voice acting.

It's because "video games are not art" as per fairly old court ruling in Germany.
I have no idea how difficult it would be to revise this, though trying with an action game may not be the best idea.
Video games really need to get legally seen as art, not for any egotistical or academic reasons (although I'm into that too) but so arsehats can stop censoring them. Right now all we can do is hope they don't get censored.
