I've been having a problem for a while now that nearly every program takes a relatively long time to start up.
This first began with my computer start-up times. While my bro was getting around 20 seconds to login screen (with a virtually identical computer), I was getting around 40 seconds to a minute. I also realized that most programs were also taking longer to start up. For example, while Chrome used to start up and be ready for use in a matter of seconds, now I have to open it up and wait for around 15 seconds before I'm able to do anything. These problems only happen on the first time starting the programs up, though. If I close Chrome now and try to open it up again, then it'll open in an instant.
Steam is also acting strangely. When I start it up, it'll always show as updating, then start running normally. I don't know if this is supposed to happen, and it doesn't happen when I restart steam. And no, I'm not participating in the beta update.
I've already run a chkdsk, checked in msconfig (for the startup time), and a bunch of others. I'm not sure what to do now, short of reinstalling Windows.
I'm running 64-bit Windows 7 Home Premium, if that'll help. I'm not sure what info people need, so ask me and I'll provide it.

Check what is hogging the resources.
Trace main culprits to see if they check out i.e. they are normal programs you may have malware or something iffy.
Run ccleaner once.
Followed by malware bytes
Followed by an Anti virus.
Defrag with something else than the Windows defrag program.
Defraggler or Auslogics
