It just looks like someone changed the sky and then put a more yellowish version of Fallout 3's constant green haze over it.

If your gonna port it through the engine, study the geography. Jeeze, learn what made places like Capital Wasteland and Mojave the places that made them iconic.

It would probably be fairly easy, seeing as how the Creation Engine is essentially an improved Gamebryo. All you would have to do is port over the files - which are identical between engines, might I add - and rebuild the content properly.
The hardest part would be assembling the content from the GECK of Fallout in the Creation Kit of Skyrim, as you would be rebuilding several cells from scratch. Even then, you would have to overhaul or discard things like terminals, weapons, and radiation. Basic objects like doors, furniture, and such would be fairly easy, though.
Might have to try it sometime, actually...

I think people need to take inspiration from Dark Souls a bit more when they go for an apocalyptic feel. It did exactly that without sacrificing the definition of all the colours.

The point of the brown color in Fallout is that the world got [I][B]covered in nuclear fallout[/B][/I].
Unless sorcerers found a way to make nukes, I don't get the color change

I think this one goes more for FO:NV so if you did do it you'd get just as much recognition since you'd be recreating FO3's color scheme.

It's the username of the guy who made it. In the downloads section the mod itself is called the Skyrim Wasteland Overhaul.
