Native multiplayer support please. And more environments where you can actually do stuff. 90% of the world in Just Cause was just boring landscapes.
Jetpack please. Your sandbox is only as good as your method of getting around. A jetpack AND grappling hook just sounds like heaven to me. Oh well, I won't care as long as JC3 does what JC2 did but better.

As it stands at the moment, I only really find it fun to play with people I know in a controlled environment where people can't grief/RDM at the drop of a hat (e.g.; roadtripping).

Better weapons. Better blackmarket system for ordering [B]MULTIPLE[/B] items give us a means to earn cash easier, like give us some money when we off dudes or at least give us a "reset shit you blew up" button
