plz Settlement-related content / giving me a damn challenge with my high lvl characters
settlements are boring. I want some proper RP content
if i'm ever gonna play a new game again, i'm gonna wait for all dlc's to come out until i play it
i got tired of 4 after a weekend with 15 hours played, and i'm not gonna go back just to find where to start a new mission or something

If you're playing fallout for high level challenge you're not playing the right game. Fallout has the opposite sense of game design where it gets easier as you progress, not the other way around.

maybe it's because guns don't shoot nerf pellets anymore? i absolutely hate the damage system in fo3/nv/skyrim/oblivion etc, shooting someone in the head with a sniper rifle should kill anyone

honestly i think rather than making headshots kill anyone, they should at least go into a bit more detail regarding where bullets hit in the head and how lethal they are.
plenty of people have survived being shot in the head with various types of rounds. where the bullet hits in the head should be the deciding factor for whether or not they die.
that's just what i'd like, though.

It's still a RPG. There were mods for Fallout 3 that made headshots lethal from start to finish and it makes the game a boring chore because all you have to do is pop vats or any form of slow motion inducing drug and just instantly kill an enemy that would normally be a threat.

Agreed.
Settlements are a gimmick, not a fully fledged game feature. I do wish they did it better but seeing how the time they spent on settlements was time they took away from making the role playing aspect more enjoyable I say they need to get their priorities straight. Fallout has been turning into less and less of a choose your own survival story and is becoming more and more of a brainless shooter that gives you no real motivation to do anything. Even the main story falls flat on it's butt as you spend more time exploring than anything.
Though they did do a great job on the exploration by giving each area it's own hidden story just by how things are placed, they failed to give the characters any kind of interesting story. In a game that allows companion quests, you'd think they would put more thought into character development.
TL;DR
Settlements are not what make Fallout 4, the parts of the game that should such as story telling and character development need a lot of improving. No more of this simplifying the game for no reason other than not wanting to work on it.

That's exactly the problem. Fallout has had this weird reverse difficulty curve that's hard at the start, easy at the end and it makes it feel like a baby game.

id actually much prefer settlements -does- get more fleshed out, seeing as it -is- a fully fledged game feature (just cause you don't like it doesn't mean the direction of the game is suddenly warped to fit your ideal views lol)

It uses a simplified version of an already simplified RPG system designed for newcomers to RPGs by removing most of the useless stats and cutting them down to seven stats that don't go over 10.
It follows the same pattern as pen and paper RPGs where you typically struggle early on and your character turns into an unstoppable killing machine by the end.
Again, if you want a game that actually poses a harder challenge as you progress, you're better off playing The Witcher or Dragon Age.

OR, get mods that scale stuff to make it proper. Which is much better being as the people complaining are complaining about FALLOUT 4 not having the scaling.
Really hoping they add survival needs like hunger, exhaustion. Hopefully that seasons mod can progress and add a temperature need too. I always loved Frostfall paired with primary needs in Skyrim, turned the whole thing into a badass camping sim.

Oh ya, I'm not sure with what settings you ran Skyrim and the Frostfall, but I had forced eating animations and fast travel disabled. So, pick up a quest which tells you to go way across the entire map was actually...kind of really fucking fun, because you get to fight things and people, you get to pop up tents, cook, sleep and off you go again, on to the quest objective. :v:
However, I didn't try Deadly (New) Diseases, and I didn't try the setting that drastically reduces the amount of food in the world, mostly because it was a permanent setting with a warning in description when about to enable.

It's not exactly a fully fledged feature. You can place down some objects and you can assign some people to some resources but it doesn't add anything to game. It's essentially a facebook game that distracts you from what the game is supposed to be encouraging you to do instead.
It's something I've come to dislike about Fallout 4, the fact that it distracts you from what the game is supposed to be with unimpressive mini quests and uninteresting characters.

Sounds like you want Sniper elite 2 damage system in Fo4. Which honestly would be pretty damn awesome.

i don't think base building was a bad idea, they just implemented it horribly
like yeah, i always wanted some west coast (re)building aspect like the beginning of shady sands > ncr, but there are wayyyy too many settlements and they all mean nothing to the actual plot so they add nothing to the game
if they had one settlement that you could actually expand and it tied into the story then it would have been much better

Location is a good reason, defensability is another. For example, Egrets Tours Marina or w/e has one side that's completely unattackable due to it being an ocean, while two others are the only ones ever attacked. Throw up a surrounding wall and some turrets and that thing is defensible as hell.
