I would like the cheapest solution to getting a better CPU (enough to run ArmA II properly, as my FPS still dips to 15 with settings on all low), even if it means selling some of the parts needing a replacement.
Anyways, here's what I have so far:
Motherboard: GIGABYTE GA-MA785GM-US2H AM3/AM2+/AM2 AMD 785G HDMI Micro ATX AMD Motherboard (http://www.newegg.com/Product/Product.aspx?Item=N82E16813128394)
CPU: Phenom II 955 BE Quad Core @ 3.7 Ghz
GPU: 6950 2 GB unlocked to 6970
Ram: 4 GB DDR2 337 Mhz
Tired of ArmA II running like shit on my computer, which I upgraded to play ArmA II. Looks like that wasn't fucking enough.
Get some new RAM, 337 Mhz is probably the biggest reason you're dragging behind.
I suggest $50-$70 to spend on some really nice RAM.
Why are you getting a micro ATX motherboard? I'd suggest this: http://www.newegg.com/Product/Product.aspx?Item=N82E16813128519
This is the same price as the Phenom, but it's newer architecture: http://www.newegg.com/Product/Product.aspx?Item=N82E16819103996
I've been getting mixed comments on my ram, several others have said that it shouldn't be the problem in my performance.

And also my motherboard doesn't support DDR3 ram
So you have a Socket AM2 Motherboard?
I have the same and there are no processor upgrades if you're still on an AM2 motherboard. Time to build a new rig.
The best DDR2 RAM I could find is: http://www.newegg.com/Product/Product.aspx?Item=N82E16820231209
No, AM3. But it only accepts DDR2 ram.
Here's some very good DDR2 RAM between the $50-$70 range is: http://www.newegg.com/Product/Product.aspx?Item=N82E16820231209
But i'd go with the Zambezi core because it is newer, and the same price as the Phenom: http://www.newegg.com/Product/Product.aspx?Item=N82E16819103996
Motherboard to go with the processor: http://www.newegg.com/Product/Product.aspx?Item=N82E16813128519
All three together is $294.97 not including shipping.
Do not listen to him. What is your budget?

If you have a bigger budget, grab a 3570k.

Why are you suggesting a Micro ATX board to him; and why spend $124 on a 3.3GHz Dual core when you can spend $109 on a 3.6GHz Quad core?
Because that "quad core" sucks. The eight core 8150 is worse than the i3 2100.
Benchmarks: http://www.anandtech.com/bench/Product/289?vs=434
Bulldozer sucks, period.
I gave him a choice of an ATX or mATX, they are the same board, but one is mATX.

Also, the motherboard you told him to get is ddr3, and you showed him ddr2 ram.
Yes that was DDR2 RAM, my fault.
Here's a good DDR3 replacement: http://www.newegg.com/Product/Product.aspx?Item=N82E16820231314
According to the graphs the AMD still beats the Intel in over 18+ of those tests.
And it's cheaper.
I'm talking about this: http://www.newegg.com/Product/Product.aspx?Item=N82E16819103996
Not the 8-core.
Partly the reason being that most games don't utilize the 8 cores properly, when they do; this processor's gonna last a long time.
The 3D mark test shows this.
Regardless if OP wants to go for Intel; sounds good.

I knew you were, hence the confusion. The fx4100 is the same price as the 2100, but 50% worse, as shown in the benchmarks in my previous posts. But ultimately, it's up to the op, I would advise getting the i3.
Thanks for all the help so far; didn't realize my processor was falling so behind compared to Intel.
Anyways, I was considering buying some used hardware. Perhaps an i5 2500k and a compatible motherboard for about $200.
I got my rig for under 1k;
cpu: amd's fx-8120 octocore
ram: 16gb ddr3
gfx: Nvidia gefore gtx 560ti 1gbxgddr5
hdd: 120gb ssd
