Well Sega and Gearbox are definitely responsible for the game as a whole. Sega published and Gearbox is the listed developer and showed the game at each and every event. Beyond that, we are mostly postulating based on an anonymous Reddit post. TimeGate either handled a small part of the game, or almost the entire campaign depending on who you believe, and it's hard to believe anything Randy Pitchford says after this debacle considering he more or less fabricated a big chunk of the Colonial Marines marketing material.
I'm all for blaming the studio that worked on most of it but considering how good it looked just a year ago at whatever I'm blaming whoever managed to fuck it up THAT BAD since they showed it last.

Everything Timegate did was under the strict supervision of Gearbox. IMHO Gearbox deserve all the blame they get.
Publisher is not to blame if they never force the developer to rush the game. But One must ask, what were they thinking outsourcing an entire video game without giving a proper Q&A?

One of the reasons that makes me mad is how they were doing ACM with 2 other triple A titles at the same time, and most of the focus at the time was on Borderlands 2, which is why DNF and this game have turned out shitty. And it still rattles my brain on how it looked good from the demo gameplay videos compared to the final product. Why didn't they just release what they showed in the demo as the final product?

Yeah, if you market it as yours you should take all the responsiblity and not blame the studios you are outsourcing to.
It feels like the DNF team made the aliens game, same quality for the most part.
If only the BL2 team did it instead (I wouldn't mind it not releasing for a couple of years)
I find it hilarious how they outsourced literally all of the development. They oursourced the MP development, they outsourced the singleplayer development, they outsourced the WiiU development.
I'm seriously curious on what aspects of the game they actually did, aside from the engine, which was just used from Borderlands 2.
