• Can anyone help me 'decipher' this URL's download?

A friend of mine gave me this URL (goo.gl/neIqBl) via Skype before saying "Goodbye, Tom" which redirects me to a file hosting site, however it requires me to do a survey to open it... a somewhat glitchy survey. All I ask for is help with attaining the included file/s, shouldn't be any risks of malware as I just thoroughly checked it for it. You're not really taking any risks but I will gladly reward you (whoever helps me) once I have the file/files. Feel free to add me on Steam.

I used to use them as part of my ICT app exam (I actually had to create a functioning Android app).

He's not in danger it is a fairly smart way to make money by hijacking an account and then mass messaging people something like that. When the survey is completed by someone like you, the person who made it gets a few dollars on average
But he intended to send me the "flamefolders" link as he previously mentioned something I wanted.

That is comment spam. I may have been wrong about the hijacking thing, although it is a legit method, but it's still spam. The comment is by a different account, copies the video title exactly including the unnecessary parts, etc. It's CPD spam and you won't get what you want out of that. Looking up that link I see it all over the place on unrelated shit
Damn, so there's no way he's gonna get that file then?
Try using a different browser, like Edge or Opera. Some alternate browsers are targeted the most from my viewpoint.
