Yeah I know almost impossible. Anyways I'm gonna be giving him my old 4670, Cooler Master 400 watt PSU, and 4 GB Patriot RAM for $50 (included in build so really it is $300 build).
He will be playing Gmod, World of Tanks, and nothing else too demanding. Monitor is taken care of. Do not know the resolution. Also, he thinks he can "get" a "copy" of Windows himself but if you have any builds that include an OS that would be awesome.

Don't trust Craiglist. Also at this point I'm probably going to throw in an Athlon II X2 3.0 Ghz that's been sitting in my basement. It should be decent enough for DayZ no?

don't know about their new silly game, but ArmA 2 can probaly run decently if you're accepting that the settings are not that high.
Yeah I remember playing original ARMA decently on that CPU
I play on an AMD X2 2.6 GHz, Radeon HD 5770 1GB GDDR5 and 4GB DDR2 RAM. All source games run max except for CS:GO. I'm not sure how ARMA 2 would run though.

Or thrift stores.
I've found almost new hardware in thrift stores for rock bottom prices (core 2 Duo with 500 GB drive, 4 GB RAM for $15.)
If you're looking for computer hardware, make a list of thrift stores close to you and do a round and hit all of them a couple of times a week.
Yikes, you're still down a motherboard and some others but like GiGaBiTe said, Thrift stores are awesome for finding things to throw a computer together. I found 4G of ram and got it for 5$ at the thrift shop. They don't know any better I guess. I saw a nice motherboard once but I didn't want to have to switch everything over. Best of luck getting it all!

I was able to build mine for ~$600 which included monitor and Windows 7. Also it will be a basic build of course (that's why I put "light" in title). He would be able to upgrade it in a year or two when he gets the money. I'll post up what I got in a bit.
Well he ended up increasing his budget a little bit more. He got some AMD quadcore, Lepa PSU, and new mobo from newegg. Apparently I underestimated him and he got it running the day the parts came in.
Though he's using his old 9500GT for now haha.

That's going to bottleneck a quad core CPU.
I think he is better off with around a budget of 300/350 $ if he wants to buy cheap, otherwise he can probaly only buy a used one.

I built my PC for ~250. Got the CPU, motherboard, and ram from a friend for $100. (Core 2 Quad Q6600) and bought a 6770 for ~100. $50 for the case and PSU and here I am. Somewhere around a year and a half later, I can still run most new games fine.
I'd go with a AMD APU with a mini atx mobo. Ill post a parts list if you would like.
