Ok, so if I run my monitor at it's native 1920x1080 resolution all is fine and dandy, it fills the screen. If I run my monitor in any non 16:9 resolution it stretches and fills the screen. However, if I use any 16:9 resolution below my native one, it is framed in black, and doesn't stretch. I've upgraded my display drivers, etc. The Catalyst Control Center scale checkbox does nothing, nor does the ATI Tray Tools stretch to panel.

Radeon X850 XT
ViewSonic VX2233vm ( Connected via DVI )
1920x1080 All is fine and dandy here. It's the native resolution of my monitor. Go into your ATI control panel, find "scaling options" and move the slider for underscan/overscan till it fits. I had the same problem and that worked for me.
