Me and my friend tried putting our IP's through one of the IP location lookup tools, and his IP resolves to Oswego, NY even though he lives in Winter Park, Florida. Mine resolves to Massachusetts, but I live in Connecticut. Does this seem far fetched? Or is that normal for IP location lookups?
Normal. They tend to only be able to trace the IP to the ISP's location, or exchange.
You didn't use a legit ip tracker. And where did you get the ip? Use, cmyip.com.

IP2Location claims to be very accurate so you can just check using something like [url]http://www.ip2location.com/216.155.132.100[/url] and just change the IP address to the actual IP address that you want to check.
