It's definitely possible, I've seen it.
I'm probably wrong but I'd assume that people with JTagged or modded consoles would back up the game to their HDD and transfer any needed files to a PC via SSH.
Simple answer: no.
it would involve a lot of technological knowledge
best way to do it is to obtain the PC game and then get the models from there

It's possible people have ported halo 3 models over to gmod. I don't know how though.

better answer: yes, but since you're asking if you can, it's highly doubtful that you'd have the experience to do it, I think it's somewhat easy to get the models out, depending on the game, but they need to be rigged and stuff or something like that before you can really do anything useful.

Many people have extracted player models from the Halo games. You'll have to google around, unless you have to technical know-how to figure it out yourself.
You are gonna have a lot to do to achieve this.
1. Have a console that has been modded that allows you to backup your games onto the hard drive.
2. Transfer the game data onto your computer.
3. Find special software that allows you to view the files located inside of your game.
4. More than likely the file extensions between console games and pc version of the game are different. If you are lucky enough, you might be able to find a program that can convert the different types of models into something that can edited by another program.
The reason I know this is I used to make models through Google Sketchup and using a program make them into the correct format for a game I played. Also, from what I have seen in the past, If you compared the ps2 version of GTA:SA to the pc version, you would notice alot of the files have different extensions. I hope this helps.
Edit: I agree with wlzshroom, If a pc version of the game exists, somehow order off of ebay or get it through steam.
