No no no. This is the one where you build a sentry, roll a barrel into spawn; up to a resupply locker, get yourself stuck in it, switch to the gunslinger, destroy the barrel, pick up the sentry, and place it back down again.
I hope they gave like a medal to whoever managed to do that in an actual round.

A much easier method that was specific to cp_steel was to have you and another friendly blue engineer stand at spawn, each build a dispenser in front of a supply locker, stand in the OTHER engineer's dispenser with a non-gunslinger wrench, go to your loadout screen while next to the resupply locker and switch to gunslinger and walk out of their dispenser and place a sentry (which despite having the gunslinger equipped, is a normal sentry). Then, you'd build it up to level 3, pick it up, and place it back down and then it'd become a sentry that has the properties of both a normal level 3 sentry and a minisentry, while also having the opposite team coloration.

Presumably, the dispenser method was discovered first since it is easier to pull off and more probable to happen accidentally, then someone thought "if hiding in a dispenser prop causes this to happen, does it happen with other movable props?" and it turned out that it did.
it's not that weird of a bug
in older garrysmod versions, spawning inside a prop instantly dropped all of your weapons on the ground (or spawned with nothing at all). it's presumably the same item distribution logic throughout all source games.

Not this particular one, but they've fixed exploits allowing you to build them several times, level 3 minisentries are persistent.
It's gonna be weird in a few years when we stop seeing "Added a new startup music track from Expiration Date" every time.

In most (every?) source games, giving a player a weapon means spawning said weapon at said player's feet. If this applies to TF2 as well it would make sense.
