This is not new, nor is it newsworthy. It's was in the game 3 years or so.
If you use the refer-a-friend code, you can right click your friend in a party and match levels. There was even a level-granting feature for every X levels gained while partied.
At least, this was the case when I last played, 3 years ago (or so, in quit right after cataclysm, I think...)

If I'm reading the article correctly, it seems that the guy was level 90 and got scaled back to the recommended level for the low-level dungeon; he essentially lost levels (probably just for the duration of the instance). I don't see anything mentioning him being with a low-level friend either.
I wish MMOs did what GW2 does more often. How it scales you down to the average zone level if its lower than you.
Its kind of annoying to have an alt character to play on when one of your friends wants to start playing.
But that may be hard to get working properly with traditional MMO mechanics.
