I'm terrible at coding, especially when it comes to PHP and stuff like that. I've looked and looked on google for some kind of template or software to get me started on this website. I just want a basic file-uploading website where the user has to make an account and then can upload files that other people can download. Is there any way to do this or am I going to have to (painstakingly) code it myself?

You have to code it yourself. I'm kind of tired of people like you, tbh. Sorry. Learn to make your own website, or you can't call it YOUR website when you are done.
