I'm trying to create a private server for my friends but it only shows up in lan, I have my ports forwarded, i've checked over them so many times, they are 100% correct.
I've tried to manually enter the IP in the Steam server browser and it comes up with the ip as the name and it says it's not responding..
What the absolute fuck am I doing wrong? This server setup is textbook and yet it's not working
Where did you port forward? On your computer's firewall or on your network devices (router namely, unless you have a HW firewall somewhere in your network).
On my router, I turned the firewall off on my server PC just to make sure it wouldn't be that before I did anything.

Have you tried placing your computer into the DMZ to see just incase a port wasn't properly forwarded?

this is just meant to be a bandaid/troubleshoot fix. Don't leave your computer always within the dmz.
Can you post the startup command you're using?
Turns out my ISP (comcast) is blocking the ports I need so I can't make my own server. Decided just to rent one instead.

You can usually call them and ask them to unblock them. Atleast in Sweden that's possible.

Comcast would tell you to get the business plan for 3x the price.

In fact its probably against ToS. Most residential connections have the "do not operate servers" clause. That's how they upsell you on the business connection that literally no different otherwise.
You should be able to assign different ports if that's the case
You should be able to assign different ports if that's the case
For the server itself, yes. But for the query port, no. It has to be 27015 or 27016 or whatever to show up on the server list.
