This is fucked. For some reason, every computer in the house has a problem where a random pop up will just appear out of nowhere every 15 minutes, regardless of the site.
Also, when I try to access some sites, this is what happens:
I type a URL.

Suddenly, I'm listening to some dumb bitches music. It's a different site every time though.

The worst part is, I completely wiped my hard drive, reinstalled vista, and the problem persists. Thoughts anyone?
What's your ISP?
Maybe it's some shit they're pulling?
Or a weird proxy...

change your dns to 8.8.8.8. If you're using dhcp, change it on the router. if not (and the previous thing doesn't help you), reset the router configuration.
Could be malware too.

Do you have any special hardware in your house? Like a modified router, or a fileserver, perhaps a stonewall router or something (Its linux, is it even possible lol)
But our problems are NOT going to be on the computer. SInce everything is recreating the same issue across the network. So you're brought down to these two items:
1] Your ISP feels like you're not surfing the web right, and are redirecting your requests.
2] Your ISP feels like you're not surfing enough web right, and are redirecting your requests.
The problem is actually going to be with your DNS more than likely. Most ISPs are pretty good at messing up. However you can either get DynDNS or No-IP, even google-DNS. You're going to need to look at using a DDNS to see if the problem is consistent.

The problem is with every computer in the house.
I would suggest booting into Safe Mode and scanning with Malwarebytes on every computer, at the very least to eliminate malware as a probable cause. If that doesn't work, then try the DNS solutions everyone else has posted.
Might as well post this instead of OP:
Changing the DNS fixed it.
Now to convince him to check up router settings, change the admin password and scan all the computers in the network
