So I have a WRT320n router.
I am trying to forward the ports for a steam server, but when I try to foward it to 192.168.1.1, It says
"You can't use the router's IP, network, or broadcast address."
Am I forwarding it to the wrong IP, or is there a problem.

Open up command prompt, type ipconfig and post the results.

I tried that and my locally hosted garrysmod server is said to be not responding, by a person who I was going to play gmod with.

When I host HL2:DM games for me and my friends to play, I have to enter sv_lan 0 into the console to make sure that my friends can join. Then, I have them use the connect command to join my game. How is your friend trying to connect?
Do you have a static IP? If you don't, every time your router is reset, you'll get a new IP and have to forward ports again.

As far as I'm aware, forwarding doesn't work that way.
He needs a static *LAN* IP. Otherwise, yes, he'll have to redo the forwarding everytime he's assigned a new IP.
OP: Tell your friends to connect manually with your WAN IP using console. Joining off friends list doesn't work.
