I usually don't come to this part of fp aside from lurking, but I am really stumped here. It seems like y'all are better than me at troubleshooting so here goes.
[I]Ok, I'll try to make this intro short.[/I] About 2 months ago I took my whole pc apart to clean the dust because of summer. I put it all back together and tried booting, nothing but restarts. (This was on my 3rd gen i5 and P8Z77PRO-V ASUS mobo which are out of warranty.) Tried everything I could think of to get it to attempt to boot, I tried swapping ram with my bf and unplugging unnecessary stuff but nada. I decided to wait for Skylake and upgrade my shit since I thought the CPU was the issue because I got no POST beeps from a speaker I bought.

[B]RAM;[/B] 16 GB (2x8gb sticks) Crucial Ballistix Sport DDR4 2400
[B]PSU;[/B] Cooler Master 700w, not sure of the exact model since my dad got it
[B]GPU;[/B] 1 EVGA gtx770sc
So last week Skylake finally came out, so I got all excited and picked out my mobo because it was one of the cheaper options and the i5 and ram. The other day I tried installing them, connected everything correctly, and lo and behold, got the same problems as before, but the POST speaker worked. I keep getting the 5 short beep then restart error, and nothing I did stopped it. I basically tried everything I could think of, stripped it to the bare minimum to run, and still the same thing happened. According to the Gigabyte website, that means it's a CPU error. I reinstalled that board and CPU again 2 times, applied new paste, yada yada and nothing again. I tried reseating them again today and then accidentally fucked up one pin (That was a small heart attack, fixed it with tweezers and a credit card tho.) After much debating and freaking the fuck out I took them back to Fry's (luckily the manager didn't notice my repair or didn't give 2 shits) and got them exchanged for the same items this afternoon.
This time around I don't think I messed any pins up, fried it, or got bad parts because they are for sure brand new and were sealed. I was extremely careful when I installed the cooler because that heatsink is massive as fuck.
Could this be a power supply issue? I've ruled out basically everything else, except possibly the ram since I can't afford more ddr4. I don't think RAM is the issue, seeing how I get the same error beepies even after trying just one stick and switching slots and even taking the ram all the way out. I will have my dad test the PSU with his multi-meter when he gets home tomorrow, but if nothing is wrong with that what could be the issue? As I said before I don't think I bent the pins. If this counts for anything I also went back and got my old mobo and i5 out of the box because I was bored, there are no bent pins on that one either but the cpu has some sort of weird mark on it, IDK if it is corrosion or a burn or what but it didn't come off with 90% alcohol which a few sites said was safe to use.
This shit is driving me absolutely nuts because class is starting next monday. Plus I need to play better games because I've been going through serious withdrawal after almost 2 months of no fancy pc, plus I dropped 60 on GTAV thinking I could play it right away, so that was disappointing. I also don't want to take it to a repair shop unless I absolutely have no choice but to, because I'm sure they will rip me off since I'm a girl. When in doubt I suppose I can just try and return everything but I REALLY NEED A FAST PC plus I can't afford a pre built one. I hope this makes sense because I'm drained.

TLDR; My pc refuses to POST right and reboots endlessly, even after putting in 2 brand new mobos/cpus of the exact same model. I tried reseating my ram to no avail and I still get the same error code. Same thing happened on my old parts like a month ago. Starting to think the problem is the power supply.
Looks like it's probably the PSU, replace it with a Seasonic G series or something.

If I can I will try and borrow one before I buy one. I really hope that is the only problem.
Perhaps you forgot to connect some little wires inside/around Mobo when you put it back together? Kinda doubt this is the issue tho.
I hope the new PSU will do the trick.. other than that, you can color me stumped as well.

I double checked and made sure all of the cables were seated right. I also unplugged my hard-drives thinking maybe a sata cable was bad (one did get stuck and I had to yank it haha) but nope.

As an update, I tried replacing the ram and that fixed nothing. My dad is testing the power supply and for some reason he says it is completely turning off every time the computer goes off. He thinks maybe a power switch is bad or something. IDK.
