don't really know what's happening, windows updates won't download, can't connect to the app store (connects, downloads never complete however) and I can't ping microsoft.com whenever I'm trying to install/download windows updates
fresh (less than a day old) install of windows 8 pro too, anyone got any ideas?
Have you tried rebooting your modem and/or router?
try setting your DNS to 8.8.8.8 (Google DNS)
tried that, and yep I've currently got my DNS set to google DNS (first thing I tried, actually.)
it's strange because it seems to be happening in a number of other places too now, it takes a while to request a webpage, and it will occasionally slow down while loading. as if packets are being dropped by the shit ton
I can still run speedtest.net and get a steady 61mbit/s though
Try seeing if http://www.symantec.com or http://free.avg.com will load up. If not chances are you have a virus messing with your DNS settings.

they load perfectly fine (albeit slowly)
that's something else that confuses me. websites load very poorly, yet I'm still getting a solid 60mbit download rate

I've tried different browsers, no change
If websites load poorly then that's most likely why Windows update and other stuff isn't working. You should check whether it's actually your internet connection by getting a Linux Live CD/USB and testing the internet through that, or trying another computer connected to the same network
the internet seems to work fine on my laptop, over wifi, I've tried to connect my laptop to the same ethernet cable that I use for my PC and it won't assign it an IP address for some reason and refuses to work, so I can't check if it's the cable that's faulty unless anyone knows of a way around that
I'll try out a linux cd when I've got a spare moment or two

dropbox won't upload files either

I really don't understand this because I've just had a perfectly fine game of Day Z with no lag or other internet woes, and downloaded a game through steam at 7mb/s
Check your system time and date, it should be set properly according to the timezone you are in. Windows update and various other services won't work properly otherwise.

that's all already correct
In any case, if you can access Microsoft.com from another laptop or from Linux then it's a problem with the Windows installation
